Now I have noticed on the IMDB that the Mutuals have alternate titles, supposedly from reissues. For example, THE PAWNSHOP has been retitled AT THE SIGN OF THE DOLLAR and HIGH AND LOW FINANCE. Are these working titles, or are they reissues? And if they were reissued, who changed the titles? I know about Van Beuren, but the titles were not changed.

I doubt that they're working titles. Chaplin films were often distributed under different titles, usually supplied by the distributor or reissuer. It would take a person who has studied the distribution history of the films in detail to tell you exactly how each title originated. Does it matter?
