A copy of The Great Dictator script is in the Margaret Herrick Library of the Academy of Motion Picture Arts and Sciences in Beverly Hills. As with all of their script collection, it is available for perusal and note taking, but cannot be photocopied. The pidgeon German of Hynkel's speeches makes for really fun reading.

The only screenplay of Chaplin's that is available for purchase that I know about is 'Monsieur Verdoux,' which is available through Script City in Los Angeles.
