according to the Unknown Chaplin video i just watched- They mentioned the name of the town it was filmed near but i don't remember the name- Also the video mentioned very very little of the on location footage was used in the film. Chaplin didn't like how it came out so he scrapped most of it and re-filmed a lot of it on a constructed set on his studio lot. The video even mentioned he used 'fake' snow.

The beginning of the film (where the guys are climbing the mountain) was filmed in Truckee, CA (Buster Keaton filmed there as well...forgot the movie). He had filmed a bunch of other stuff there but for some reason he threw it out. What you do see (other than the beginning) was done at his studio with fake snow.

Truckee.

Also the video

Salt, I believe. The only scene remaining from Truckee is the one where he slides down the mountain slope, as I recall

Truckee, California which is a small town right past Donner summit on Highway 80 as you are traveling to the North Shore of Lake Tahoe.

The city is very much the same as it was when Gold Rush was filmed. If you ever travel there, walk around the streets and visit some of the bars and old antique shops. You will feel like you are in the gold rush era of the 1850's! The old bars have many pictures of Chaplin and the film crew while on-location and there is an endearing photograph of Chaplin playfully hugging Rollie, back when they still admired each other.
