I noticed that same situation some years ago and got the same reaction as you.

Evidently the sellers are comfortable with believing it to be Chaplin as they don't realize there was a Chaplin imitator, or they realize it and don't care that they're providing false info. Perhaps the buyer would be equally uninformed and also believe that it is Chaplin. It is hard to imagine any film collector not knowing Chaplin from Billy West, but I suppose screwier things have happened.

By the way,

Is there any good website on Billy West? Just how many films did he do that were straight up Chaplin impersonations? How many of these films survive? Have any of them ever appeared on VHS?
